Biography

Marie Henning is an Assistant Public Defender in Kane County assigned to the Initial Appearance/Pretrial Fairness Act courtroom. She is a graduate of Chicago Kent College of Law.

Biography

Carolyn R. Klarquist graduated from the George Mason University School of Law and is admitted to practice in Maryland and Illinois. She is also a member of the U.S. Supreme Court Bar. Ms. Klarquist joined the Office of the State Appellate Defender - First District Office as an Assistant Appellate Defender and then worked as a Supervisor for several years. She was appointed as the Director of the Pretrial Fairness Unit in 2023. As pro bono counsel, Ms. Klarquist has appeared before the Illinois Prisoner Review Board and successfully obtained parole for several men who were incarcerated prior to 1978 and serving indeterminate sentences. In 2023, Ms. Klarquist received a unanimous vote for parole for the first applicant to apply for parole under the Youthful Offender Parole Act and obtained parole for a second client later that year. In addition to training pro bono counsel to appear at parole and clemency hearings, Ms. Klarquist is a member of the Appellate Lawyers Association and The Chicago Appleseed Center for Fair Courts.

Biography

Nathan Rowland -- An attorney from McLeansboro, Illinois, graduated from University of Illinois College of Law in 2000, and has actively practiced in McLeansboro since that time. A principal in Bonan Bonan & Rowland, LLC, a general practice legal practice, Nathan has significant experience in business formation and management, real estate, estate planning, administrative, and agricultural law. Nathan holds contracts as Public Defender in Hamilton County (2005-present) and Gallatin County (2021-present). Nathan served as an Administrative Law Judge for the Secretary of State, 2004-2012. Nathan is President of the Illinois Council of Chief Defenders (2013-present).
